Read the decision which has the specifics as to why it is a violation of the contract. Just because something is not specifically spelled out ie... cars...guns etc... doesn't mean they can charge us to use them. It would be like them charging us to use e-mail, phones etc... There are a lot of corralarys that this is applicable to, but suffuce to say that they continued to advertise it as part of the job well after they started collecting money from us.
