Police Union Airs Grievances Over Kentucky Derby

Here's an idea. If, as some contend, the mere presence of a police cruiser in a neighborhood makes that neighborhood safer, why doesn't everybody who is going to turn in their cars park them over on Bicknell ? Then we can see whether empty police cars do have an effect. Occupied ones sure don't seem to.
