I think the billboard was meant as a compliment, drink Jim Beam instead.

Bill Samuels is a good friend of the big headed mayor. The billboard was not meant as a shot at Jerry but rather as their ususal double entendre in advertisisng. I believe they did not realise at the time that it would be read negatively.
