I believe what his point is is that if you keep your car and agree to the additional fees, this is still going to be viewed as the "privilege" of a take home car by the administration and that you will still be expected to perform these types of tasks i.e. late runs, stranded motorists, picking up runs on your way to roll call without compensation as part of said "privilege". I think he's right when he says that the city will fight you tooth and nail and refuse any O.T. that they see as excessive
