Officers given 7 days to decide on take home cars

For the past 20-30 years, the take-home cars were advertised as a benefit of the job through Civil Service and police department recruitment literature. While I realize the cars were never a contractual issue, certainly past practices in advertising the cars as a benefit of the job should have some bearing with the arbitrator. Oh, by the way, check the Civil Service listing for benefits of the job now....no cars! Do you think some city attorney flunky had that removed at the order of King Jerry?
