Everyone should know the State Incentive pay program IS A VOLUNTARY program for any city government to be in. If they choose to be in it, then yes they are are bound by state law for the money to come through the city and for the city to pay the money. BUT, ANY CITY can opt out of the State Incentive program at anytime. The state law only requires them to pay if they are in the program, but does not require them to be in the program. The Mayor for life can drop LMPD from the State incentive program
