Actually, I don't think you can attribute that one to Jerry - it's that way everyplace I've seen that gives equipment checks. I think it is the IRS that says that if you get a chunk of money and don't have to account for how it is spent (and we don't) it is income. That's why some places give vouchers or the like, or use a quartermaster, then your equipment allowance goes TO equipment, the whole amount.
