Correct, that is the only way he would ever allow it and of course he is probably getting a little incentive to provide the officers if not a little quid pro quo.
He isn't doing it out of the goodness of his own heart that is for sure. He allowed Officers to go to both od George Bush's ceremonies. Although, for the chance to blow Obama he would probably take this one on the chin in a manner of speaking!
