Yes, it is. I will add that even if you choose not to seek OT for stops, now, start keeping a detailed record. I agree, we should have been doing it a long time ago. The general public has absolutely no idea how many "free" hours they get for the cars - what is not "counted" does not exist. Maybe collect the data once a week and publish it? Maybe some computer savvy officer can create a web-based reporting form to automatically collect it? Even even half of the LMPD officers do it, we could rack up some impressive numbers.
