Mr. Bates The reason most agencies do not have a take home program is because of the initial start up costs. After a period od 6 years they program starts showing significant return. Louisville and Jefferson County went through this in the 70's and 80's so the facts willclear,y show the monetary as well as the value of perceived presence.
