Sorry you are wrong. You can get paid for stopping. Anything over 8 minutes equals 15 minutes of OT. Since you are required by policy to stop then they HAVE to pay you OT. If your CO balks file a grievance, you will win easily. I have been doing this for some time since the gas fee, never been turned down.
