Best I can tell, no one every actually MADE an open records request, they just "asked." You have to put it in writing, and be very, very specific about what you want. Asking for "the budget" won't get what you want. Asking for information won't either, they are under no obligation to produce anything other than documents. So the trick is, figure out what documents exist that will show what you want to find out. We want expenditures, not the budget. So, for example - ask for copies of all correspondence concerning the wrecked helicopter, including emails, letters, etc. Ask for a copy of the oath sheet for his two special police (Fenster and the other guy) - as well as copies of their payroll records (absent SSN) for the last six months, including an reimbursements they get. Ask for all documentation created with response to the vehicle that White drives. Just get creative, send a new one every day. Ask for all emails between White and Summers relating to take-home cars. Ask for copies of White's cell phone bill, including the numbers he dials. Sure, they'll refuse some of them, but have fun with it.
