I told people in the Teamsters back when I was assisting with contract talks that the no layoff clause was golden ticketish, and they shouldn't give up on it...but I left for greener pastures, and they went for the 2% raise. Denny cannot make a deal without a vote...and if he does, the membership can go in front of the eboard to fix it. Not sure why no one has shared this with the teamsters members.
