Nope, but the many is who is watching your back. The city would NEVER have allowed the cars to become part of the contract. As I explain to my kids, need and want are two different words. If you NEED to work offduty to pay the bills, you're living outside your means. Given that if you get hurt working offduty you aren't going to get all those benefits that come with getting hurt ON duty, then what? It's gonna happen, sooner or later, to someone.
