FOP meeting with mayor a big disappointment

As I explained to someone yesterday about why we aren't satisfied with the budget - I can tell you at the beginning of the month that my budget is XYZ, but at the end of the month, I've spent my money in totally different ways. So I want to see how the money is actually spent. For example, I assume that LMPD is budgeted for the number of positions we are actually supposed to have - yet we all know that we are way short of that number, and that OT is severely restricted. So, where is that extra money actually going? Does the helicopter (that is in pieces in Arizona) show up as a budget item - what about the pilots who have nothing to fly? Don't they have to get in a certain amount of flight training to maintain their certification?
