On the surface it would appear that this paycut is quite generous of him, and I'm sure most people in TV land are sheltered enough to believe that. However, he makes enough money in shady deals and kickbacks to replace that paycut many times over. That is probably why he is refusing to release city financial records to anyone, and that is probably why his Chief Financial Officer suddenly decided to resign.
