As i understand the scene, the truck was on the road, the car coming down the entrance ramp, the car would have to yield to the truck. As to it being an arrestable offense, i am not the one who stated it was, i questioned whether or not it was.

As to why a truck, or anyone, would not move over to let a vehicle out, I can only speculate. The list is practically endless, the only reason I would intentionally not move over, is if I was hauling an oversize load and could not readily see the lane was clear, or if I saw the car had plenty of time to accelerate and enter the lane ahead of me, or if they failed to use a turn signal. If they dont want to be fair and clear with their intent, then they can yield the lane to me.

If the car gets run onto the shoulder after the lane ends, then the car is at fault for failing to yield, not the truck. By the way, ive had that done to me by both cars and other trucks, so I understand the sentiment with a driver of any vehicle that fails to be civil.
