Mayor orders spending restrictions, including hiring freeze, travel cuts

He is the type that has allowed this crap to get out of hand. Its commonsense men .Why sign a contract if 3 months later were giving up what we achieved in the contract . I dont get .... Help me understand the thinking of some people
