It may not meet all of the city's "needs", but jerry could stop all of the law suits that have been filed in objection to contract violations and just honor those contracts as is. If he would just allow a deal to be a deal, and not revoke some portion of signed contracts, suits wouldn't follow. He has consistently fought with employees over contracts that he negotiated in good faith and that have his signature at the bottom.
