Mr. Downard could you also please look into why officers who quit or retired in the last year have not been given their back pay. Even if you can find out who made that decision it would be a good start. If you call the police payroll department they say someone in the chiefs office made the decision, they say someone in City finance made the decision and then they say the Mayors Office????? Thanks for any help you can give.
