I don't think any of the decisions were rash. I think he calculated just how much he would get out of it and banked on the apathy of the voters that he has fooled time and time again. Were the reasoned decisions? I doubt it. I don't think he can see long term unless it is something that will profit him. He has no qualms about stepping on people and getting rid of those with negative views. Why do you think all of the top staff and department heads read from the little red book and chant the party mantra? They are not afraid of death as it would have been under Stalin or Mao, but they are afraid of economic death and political death. There is not a single Democrat on the Metro Council that doesn't bow and give homage to his picture daily. The people's representatives do not represent the people anymore. They represent themselves and their own interests. When they started giving them big fat salaries it took their objectivity away. When they volunteered their time we had leaders who really cared.
