i may be wrong but i think the sherriffs budget is in no way controlled by metro. the sherriff is the main law enforcment in the county- if he wants to be. he could take it over anytime he wants but i'm sure he dosent want the hassle.i think state law requires him to do some things but it benefits him more to pick and choose what area of crime he wants to enforce- like the drug crimes. you can figure out why.
