the take home car program was put in to give the city a more visible police presence, crime deterent. instead of them being parked at the stations they are driven out into the neighborhoods where the officers live. the officers are allowed to use them for personal reasons. the cars being driven around give the appearance that there are more police on patrol, and since a police officer is on duty 24 -7 it does have its benefits both for the officer and the city. off duty officers do respond to crime
