KSP was excluded from the incentive pay because of a pissing contest over training. The legislature wanted KSP to take over all academy and in-service training, prior to the creation of the old Bureau of Training, predecessor of the current DOCJT. At the time, KSP's training exceeded what was being offered to the local agencies.
