KSP was excluded from the incentive pay because of a pissing contest over training. The legislature wanted KSP to take over all academy and in-service training, prior to the creation of the old Bureau of Training, predecessor of the current DOCJT. At the time, KSP's training exceeded what was being offered to the local agencies. They would have had to lower their quality of training to keep the standards even statewide for city, county and sheriff's departments. Everyone can ******** and moan about KSP, but their training has been top notch for several years. Anyone here remember the useless 10 week training at DOCJT? The incentive pay came about for local agencies and KSP was not included because they would not bow down to DOCJT.
