I can't speak to why THEY are objecting, but I can tell you why they should. The fund was NEVER intended to be for state officers. You have to look back to when the fund was created - and yeah, I'm old enough to remember. It was the carrot for agencies to get their LOCAL officers trained. The state doesn't need that carrot - they can simply decide to make their officers get trained (and some still don't have to by statute).
