I had a hard time reading your comment through all the spelling and grammar errors, but I think I understand what you were attempting to say. I'll add a few things.

There are a LOT of reasons why officers with unmarked cars should still be allowed to take their car home. These officers are often members of special units such as SWAT, Hostage Negotiation, Dive Team, Detectives, River Patrol, Homicide, etc. These officers often have special equipment and other stuff loaded in their police cars and respond to pages directly from home. Also, just because an officer has an unmarked car doesn't keep them from responding to any number of emergencies that they might come across in their off time. It is not unheard of for an off duty officer to show up first at the scene of a hold up or similar situation.
