To be honest, the reason they can get away with paying it is because LMPD officers think that they are "stuck" working at LMPD until they retire, and you aren't. And, the administration knows that LMPD officers won't leave until they can retire. So, what is their incentive? Most people change jobs on the average of every five years, after all. They know if they can get you hired, you'll stay for 20, no matter what. It won't really sink in that changes have to be made until LMPD officers start quitting, NOT retiring, and going to other agencies.
I'll also note that the salaries listed above factor in cost of living, which is, admittedly cheaper, in Kentucky - ergo, lower pay.
And you won't get any sympathy on the insurance, as most employees, including city employees, pay a much larger percentage of their insurance than LMPD officers, without the other benefits, including a take home car.
