Eventually he will be called on the carpet for his serious mismanagement of Metro Government. All his lies that he told to get elected like no new taxes, more efficient government, better management of resources will come back to haunt him. He has mismanaged the government so bad we had 2 solvent governments and now we have one in finacial trouble. We used to have two fine police agencies and now we have one with less officers on the street than before merger. He continues to lie and it will catch up to him.

To answer your question, no, they don't really want to fill the vacancies, as those vacancy credits give them money to play with.
