If officers lived all over the county, the logic might hold, but that isn't the case. I've been through subdivisions where it seems like every other house has a marked car. That's the perogative of the officer and their family, of course, but that certainly doesn't help those who live in the poorer (and I'll note, probably more crime-ridden) areas that COULD benefit by the presence of a marked car.
