How does this save the city overtime? If they can't get cops, many would just go to private security, after all.

No other city employee can drive their city car out of county, except for specific work assignments, remember, only cops and firefighters CAN work for the city and live out of the county. Probably don't want to push that particular button.

Just charge a few bucks more for off duty and be done with it.
