5 years is too long for a top administrator. He has his ideas and his alone. He has been unwilling to bend on too many issues and it is time for some fresh ideas. Obviously his "We'll reduce violent crime by 3%" policy every year hasn't worked. In fact violent crime has significantly increased under his tenure. I too believe that it would be a travesty of justice to "reward" him for staying with an even larger salalry. The thought that there are officers out there working two an three jobs to make
