Yes, I do think LMPD (and other policing agencies) think he is the only game in town, and he isn't. At the very least, keep him for legal response and get a real contract negotiator. Since I assume Miller charges by the hour, and not by results, what is HIS incentive to get a contract? What, truly, is the incentive for ML to give you a contract, if you can just go forever without one with no penalty?
