Automated calls carry crime warnings

What should be surprising about this system and why it is necessary is the fact if people actually used common-sense and locked their doors and windows, payed attention to their own children, etc, the expense and effort put in to this warning system would not be needed.

This system would be a lot better if they had a way to enter in cell phones and other numbers - more and more people don't even have home telephone numbers.
