An intersting post. Some of your assements are incorrest in that the Officers on LMPD are willing to investigate almost any crime, but with manpoewer shortages at almost 100 trying to take the time between dispatched runs is almost impossible. Secondly, once the report has been filed then the Detectives in the division assume the responsibility of putting everythng together and tracking dwon the suspect, not the beat officer.
I wholeheartedly agree with your assesment of the little thugs know that they can run in a stolen car because we can't chase them, they know that if they get away from the burglary scene that the run will eventually be handled by one officer and the rest will start taking other calls, they know that the system is joke and they play it for all that it is worth. LMPD has their hands tied behind their backs with one foot in a bucket and yet the officers still try.
It takes more involvement from people in the community to give the detectives the leads they need otherwise crimes do go unsolved.
