Body found in garbage truck identified as missing boy

absolutely horrible that this happened to this child and family.I think we need to change the criteria for an amber alert . This child was 4 yrs old how could he not be in danger.A child this young and missing is in absolute danger.This should be a hard lesson learned before this happens agin.

I think it is horrible how our children are not safe anymore from sickos like the person who did this to him. I think who ever did this to that poor little boy should have the samethings done to him.

My thoughts and prayers are with all the officers and other public safety responders who have been involved in both the search and the investigation for Cesar.

The mom has shown little or no emotion throughout this hole ordeal. She almost looks guilty everytime the camera is on her. Even if she had nothing to do with his murder it is still her fault that he is dead. Anyone who lets a 4yr old wander that part of town needs to be punched in the face. I hope they lock her and her boyfriend up for negligence even if they didn't committ murder.

The parents need to be held accountable for allowing him to wander off. The news interviewed an employee from Churchill Downs who said he saw the child on central ave. throwing rocks at cars on more than one occasion. Then there's the incident from last year where the child got hit by a car and the parents didn't report it to the police. They sound like upstanding individuals.
