Bullitt police sergeant nabbed in drug sting

as a psychology major with a crim. jus. minor, i agree with that statement. but i also wonder: why does a policeman need to rely on drugs. if he was living in the housing project, then drugs might be an escape from a depressing reality. is society so bad that cops need drugs in order to cope?
