True. True. The problem is it isn't his number one priority like he says. If it was it wouldn't have already been 4 1/2 years with 2 or 3 more years to go. Instead of a priority issue it sounds more like a lifetime project of a dabbler. Don't forget he had 13 previous years as mayor in which he could have worked out a deal with County Government.
