You are correct that Assault 4th does not mandate an arrest per KRS, but per the LMPD policy it does. It is one of the few you can arrest for without seeing it in person. Yes the LMPD policey is more restrictive than the KRS. The other thing to keep in mind is the KRS states you (as a Police Officer) will do everything you can to prevent further violence from occuring.
