I myself am 16, therefore this "loophole" applies to me, and I can tell you that the main reason some of my "less inteligent" peers do most of the things they do because they believe that they will not be punished for what they do. I know that several of these people have recieved this "catch and release treatment" and after this they continue their illegal and delinquient behavior. I believe that there should be stricter consequences for crimes done by minors than there is now so hopefully they
