Let me get this straight, with all the crime going on the police are not allowed to arrest juveniles in most cases? What a load of crap. My neighbors are going to be thrilled to hear about this. So if the bully down the block beats up all the other kids and is still hitting them when the police show up they will just be able to turn him over to his parents instead of taking his little butt to jail?
