From working in the 4th I can tell you what the problem is. Other areas have enough police to help take care of the area (I know you are short too) BUT you go out to the 4th and every shift is short officers. THERE ARE NOT ENOUGH OFFICERS TO TAKE CARE OF PROBLEMS BEFORE THEY EXIST. Look at the stats on calls for service, self initiated runs and violent crimes. THEY (the adminstration) took 2 old city districts and merged them into ONE never increasing manpower. If they want to make the area safer
