How does emergency vehicle training have anything whatsoever to do with a person who RAN A STOP SIGN? I agree a multi-agency driving track (for all police in the county, not just LMPD, as well as fire and EMS) is sorely needed, but this wasn't an emergency vehicle training matter. I drive FAR more miles than any LMPD officer does in the course of a week, I haven't had any driving training since I was 16, and I know that you aren't supposed to run a stop sign.
