I don't think anybody has a problem with the fact that the officer ran a stop sign, and therefore, will probably be found at fault.
The difference is: When you run a stop sign, a report is filled out, insurance claim completed, and nobody makes a big deal out of it. You don't have to put up with having your name raked through the evening news and listening to everyone talk about how "out of control" your organization is. You don't have to put up with five million monday morning quarterbacks, public ridicule, and being compared to everything else that has ever occured involving the company you work for. If you've been on this website very long, then you've seen how previous discussions about car accidents turn into fights over alleged police racism and police brutality (what the hell is the comparison?, I don't know).
We have hundreds of officers driving every day under high stress conditions. Sometimes we are pondering the fight / foot pursuit / shooting / stolen car we are about to engage in and not really paying attention to our driving. The stolen car had JUST been spotted in the immediate area, and I would assume that she was concentrating on that. Apparently officers aren't allowed to be HUMAN and make occasional mistakes.
