Sounds like there was more to the story and he resigned for fear the rest of the story would come out. If there wasn't more to it any sane person would fight those weak charges.

OK, I gotta know, this story is exceptionally confusing. In what way did he claim to be a "victim of identity theft?" Whose name did he put on the report, and how stupid is that? Is he going to be prosecuted for his actions - and why do you automatically close a criminal investigation because he resigned?

It took them 3 years and 5 months to close this case? How many hours were spent to get a resignation and some misdemeanor charges? I guess the murders, rapes, and robberies aren't as important. Some units are nothing but a retirement home for the politically connected.
