When you take your car or mini-van into the garage to get some work done, Don't you want the mechanic to test drive it to check it out since it is loved ones using. We are a Police Dept. which is one big family. I am not sworn, but have fixed a lot of radios from the old gray C/V's. Enjoying meeting and getting to know the white C/V side of the large family we all share now. ( It still upsets some to make refference to city and county ).

Which ever seat Brian was in, he needed to be there to do a check out flight and the learning of the flight operations of the craft.

It is not like he was out joy riding with any pilot on duty when he wanted to go out. Brian was with the Chief Flight Instructor. The instructor set to train and check out the entire crew.

Well, I'd at least expect the mechanic to have an operator's license to drive a police car. A commercial pilots license is NOT for a helicopter - just like a regular OL is not for a motorcycle. Different machinery. How much training had he had prior to getting behind the controls?
