Actually, no - since an officer who witnesses it can do a citation on the spot - while the "aggrieved party" would have to first, know they CAN do it, and most citizens don't realize that, and second, go down, wait for hours and then try to get the warrant clerk to issue whatever they decide to issue. That's why most people don't do it. (Have YOU ever tried to get anything done there? I have, and it's pretty much useless, because their attitude is, if it was really valid, the cops would do something.)
