Not to mention that a dog that continuously barks is probably abused - has no food, shelter, is trapped by a chain, etc. Unfortunately, you can't get anything from AC during the nighttime hours even if your leg is getting chewed off.

And people pay attention to "quality of life" - not to mention most have no idea they CAN take out a warrant for such offenses. And - if is safer to let the cops issue a ticket than for a neighbor to take out a warrant on a neighbor - that's when you come home and find all your windows broken out.
