It may surprise you to learn that actually, no one is ENTITLED to any services. You can say no. Will they sue - sure - will they win? Not unless the city caves - that's very much settled in case law. (If however, you say you are coming, and you don't, that another story.) If you have a well-organized system, use one of the Emergency Medical Dispatch programs available out there, and FOLLOW IT - and deny response (or transport) as a result of it, you are very well protected by law. (In fact, all of the EMD companies will even help you defend the case, just like, for example, ASP will assist in a baton case, if asked.)

And yes, I am a lawyer who is very, very well versed in EMS and public safety law.

Remember, you did not create their problem, you don't have to fix it, either.

And if you live anywhere within reach of Jefferson County on the Indiana side, you might want to start asking about your EMS service there, you might be QUITE surprised. Like most public safety, people don't pay much attention to it until something happens to bring it to their attention. For that matter, who provides your fire response? Might want to check that, also.
