Well, like I said, a bunch of newbies aren't going to fix much in the short term; but the year-plus turnaround you mention for getting a recruit to some state of usefulness is an argument for, not against, expediting the process: if it takes that long to get a fresh crop of trained officers in the street where they are needed, all the more reason to get as many in the pipe as possible as soon as possible. There are only so many laterals to be had, and I don't know how many retirees, if any, they cajoled into going back on duty, but it can't be many. If the academy started tomorrow, it would be 2-3 months lead time over the current schedule, which may be pushed back yet again. Crimewise, the city is going to hell in a handbasket. Short of a complete political overhaul, I'd say more cops sounds like a good panacea. I'd start the academy at midnight tonight, if they asked me to; be there with bells on. But, as you say, the manpower shortage is the main obstacle to solving the manpower shortage. It's a bona fide Catch 22.
